The ADR Agreement (Government Gazette 2915 / 24-8-2017) determines what are the necessary means that the vehicle and the driver must have to deal with emergencies.
According to the legislation (Government Gazette 3135 / 31-7-2018), the non-existence of the provided equipment (in chapters 8.1.4 & 8.1.5 of ADR) is considered a violation and penalties and fines are provided.
Chapter 8.1.4 (Firefighting equipment) states the minimum number and capacity of fire extinguishers that each dangerous goods vehicle must have, depending on its mass.
Chapter 8.1.5 (Miscellaneous equipment and personal protective equipment) specifies the means of protection, depending on the dangerous goods being transported.
The provisions of Chapter 8.1.5 are also contained in the ADR Written Instructions, which must accompany any transport of dangerous goods.
In more detail, chapter 8.1.5 states:
8.1.5.2
The following equipment must be transported on the transport unit:
– For each vehicle, a suspension wedge (size) suitable for the maximum mass of the vehicle and the diameter of the wheels,
– Two warning signs based on their own,
– Eye wash liquid, and
for each member of the vehicle crew
– A reflective hazard warning vest (eg as described in EN 471),
– A portable lighting device according to the provisions of 8.3.4,
– A pair of protective gloves and
– An eye protection (eg goggles).
8.1.5.3
Additional equipment required for certain classes:
– An emergency escape mask for each crew member of the vehicle,
– A shovel,
– Drain cover,
– A collection container.
